In Vietnam, rooftop solar systems, also known as Solar Rooftop, are specifically regulated under Article 3, Decision 13/2020/QD-TTg. This means that all design and construction must meet fire safety standards. While photovoltaic (PV) panels rarely ignite fires, ensuring fire safety for these systems remains critical, especially when considering potential fire and explosion hazards such as electrical arcing, wiring faults, or substandard insulation installation. Fire prevention measures in solar installations are not just about complying with regulations but also about protecting investments, ensuring system longevity, and safeguarding human life. Proper electrical and fire safety standards mitigate risks and contribute to the overall safety of the energy system, which is an essential aspect of the expanding renewable energy infrastructure.

2. Construction Projects that Do and Do Not Require Fire Safety Inspection

Not all construction projects are required to undergo a fire safety inspection. The necessity of an inspection depends on the scale and intended use of the project. Projects such as export processing zones, industrial parks, schools, and power plants are typically subject to evaluation by fire safety police authorities. However, smaller constructions that are not specifically listed in the regulations may not require a formal inspection. Nevertheless, it is important for all constructions to adhere to specific fire prevention and fighting guidelines to ensure the safety of the premises.

3. Fire Safety Standards for Solar Energy Licensing

The fire safety standards for rooftop solar power systems include regulations on lightning protection, fire extinguisher equipment, and the design and installation of the system to ensure safety. These standards are articulated through specific regulations such as TCVN 9385:2012 and TCVN 3890:2021.

4. Fire Safety Regulations for Installation Layout

Detailed recommendations have been issued to minimize the risk of fire and explosions from the installation of solar panels. These include restrictions on installing panels on roofs with a high risk of fire, the layout of the panels, and requirements regarding the load affecting the roof structure.

As per the guidelines provided by the Fire Prevention and Fighting Police Department, the design review procedure for fire safety in rooftop solar power systems is compulsory for constructions falling under the project design review category mentioned in Appendix 4 of Decree No. 79/2014. This category includes export processing zones, industrial parks, academies, universities, museums, airports, and similar structures. However, for buildings not mentioned in this category, although a fire safety design review may not be mandatory, it is still advisable to adhere to the guidelines and recommendations to ensure safety.

The Fire Prevention and Fighting Police Department also emphasizes that thin-film solar panels have a higher risk of ignition compared to crystalline panels. As a result, they recommend the use of crystalline panels. In terms of equipment layout, the department advises that when installing panels on roofs, they should be divided into groups or arrays. Each group should not exceed 40x40 meters, and there should be a minimum distance of 1.5 meters between groups. Additionally, it is advised not to place panels within a 3-meter radius around roof escape routes and stairwell enclosures.

According to the regulations, it is strictly prohibited to install panels on roofs that are made from flammable materials or finished with flammable substances.
